Vertex operates on regulated payment infrastructure and applies merchant verification, transaction monitoring, reconciliation controls, and audit trail retention as part of its operating model.

Compliance measures include:

  • Fraud monitoring procedures

Merchant agreements are concluded through Vertex Global Finance, the financial operations entity within the Vertex group.

Regulated Rails, Verified Participants, Full Audit Trail

EPay operates on regulated South African payment infrastructure. Our approach to compliance is not a checkbox exercise – it is embedded in the structure of how the network is built and how participants join it.

Regulatory Positioning
  • Payment gateway compliance – Voucher issuance and redemption flows are processed through Payment Gateway, a regulated South African payment service provider. This places EPay’s transaction processing within an established, audited compliance framework. 
  • FICA – Aligned onboarding – Every merchant and agent onboarded to the EPay network undergoes identity and business verification aligned with FICA requirements. Anonymous participation is structurally impossible – the referral model requires a named, verified introducer for every account.
  • Pre-funded instrument model – All vouchers are pre-funded before issuance. EPay does not extend credit, does not operate a deferred payment model, and does not hold float on behalf of end users beyond the transactional lifecycle of the voucher. This limits regulatory exposure and eliminates counterparty credit risk.
  • Data encryption – All transaction data is encrypted in transit and at rest. Sensitive customer and merchant data is never stored in plain text.
Audit Trail & Accountability

Beyond formal regulatory compliance. EPay’s four-tier referral structure functions as a distributed KYC layer. Every participant – whether a merchant, agent, or end user – entered the network through a verified introducer. That introducer’s identity,  contact details, and commission account are on record. If a compliance question arises about any participant, there is a named person accountable for having brought them into the network. 

Most platforms know who their merchants are. EPay also knows who introduced them, who introduced that person, and who sits above them in the chain. That is a fundamentally different compliance posture.
